chadha committee report, ugc pay commission report


University teachers and other staff were disappointed when the Chadhacommittee did not submit its report last month prompting teachers union toorganize large scale protests against the delay of sixth pay commission forprofessors, lecturers and other university and college employees.

UGC constituted pay panel headed by Professor Chaddha to look into the grievances of teachers serving in universities and colleges in the India and suggest new pay package since 6 pay commission has already submitted its report to Govt. of India and the report has already been accepted and implemented by the Govt.

Professor G.K. Chadha is a renowned economist and education administrator. He along with other honorable members of the UGC Pay Review Committee does appreciate the position of a Professor.
The Committee has recommended that a University Professor with ten years of experience as Professor is to be designated as Senior Professor. The so-called promotion has a rider that the work of the incumbent during ten years of professorship is to be evaluated.
It goes contrary to the dignity of the highest post in the academics.
The issues relating to such evaluation shall be more demotivating for the Professors rather than motivating them. During the period of ten years as Professors, almost all of them must have been on the selection committees for the post of Professors in a number of Universities/Institutes of higher learning. Some of them might have also been in the search committees for the position of Vice-Chancellors. Further more, who is to evaluate their work; would it be done by those who are otherwise junior to them as Professors?
There is possibility of another apprehension as well. At times, persons with ten years of professorship might be having some points of difference with the university authorities and it could provide a handle to the authorities to settle scores with the professors of fairly standing.
In case, the authorities do feel that it is must for the Professors to go through this process of subjecting to another review of their work and experience, then it would be more appropriate that the post of senior professor may be done away with. If it is to be kept for motivating such professors with as long as ten years experience, then it should not be subjected to any such evaluation, as proposed by the Chadha Committee, and senior professorship should be given to the person from the date the incumbent completes ten years of professorial experience.
